Plagiarism Detector with c# on Windows Forms

I want to make a (local) Plagiarism Detecting Software which will detect Plagiarism of some specific report files, so It will not run on Internet. I want to make it in C# using Windows Forms. Please Help me Understand how to make it, or if anyone can provide any hint, or source code of related project, It will be helpful. Thank You.
