Error CLR20r3 .Net Winforms appication Visual Studio 2014

I am trying to deploy an small application using SQLite on client machine. I installed .net framework 4.5,also I am deploying the app for 4.5. Tried to clean the registry and eHome folder but still can't launch the app. Tried all solutions I found on google but still the problem exist.
