Why is my menu bar not displaying?

I have a form (made with WinForms and DevExpress) that has 2 panels, a menu bar, and a user control. Everything looks great in the designer. However, when I run my application, the menu bar disappears and the user control is displayed instead.

Well, to be more specific, the menu bar is still there, but the buttons are gone (File, Help, etc) and instead you just see the top strip of my user control. I never loaded my user control to the menu bar, and I've scoured through all my code and I can't see anywhere that this might happen.

Have any ideas?

P.S. This is all done with C# .NET WinForms and DevExpress.
